Or is it the responsibility of the person who &#039;owns&#039; the URL to redirect old links to new ones? 

Some time back, I was responsible for a large site and the technical providers changed every single URL in spite of my repeated and early requests not to do it (it had been all too predictable)... I considered that they had broken the site; our opinions weren&#039;t mutual...

As all of those links had changed, I considered it my responsibility as site editor to handle this change, whosever &#039;fault&#039; it was - not that of those linking to me... (?)</description>
